A-1. 3 countries - 1 strong and attractive economic area (Wroclaw Memorandum)
The 3-CIP Region has a century-old tradition as a central and prospering economic area in Europe. EU enlargement in 2004 has facilitated increased integration of the regional economies and cultures.

A-2. Exploitation of locational advantage in the border regions by extending cross-border cooperation
Border regions are often disadvantaged regions. In consequence of outskirts in national structure they have to struggle with location's set backs. Huge distances to economic centres, poor infrastructures and transport connections cause that border regions are less attractive for potential investors. They endanger themselves to be demoted to regions with transit function. Language barriers and different administration structures accrue in addition.

A-3. Development of a joint regional innovation strategy
The development of regional innovation strategies in order to support clusters is one of the key EU promoted instruments that are targeted at "developing a regional economy based on knowledge-related and technological innovation".

A-4. Promotion of scientific institutions cross-border linkage with the business community
Practical experiences from 3-CIP give evidence of the fact that a regional economy based on knowledge-related and technological innovation requires: Scientific assistance (especially concerning an economics methodology, regionally based scientific know-how and independent outside views) as well as Networking with other European industrial and scientific regions.

A-5. Targeted development of human resources in the regions
The development of a cross-border economic area must be closely connected with the development of a cross-border labour and living space. Especially in shrinking regions the development of human resources is of fundamental importance.

A-6. Presentation of joint strengths by joint location marketing
The 3-CIP partners intend to contribute to the positioning as a common economic region by imparting joint strengths via joint location marketing. Joint location marketing could be supplemented later on by technology marketing.

A-7. Development and implementation of a transnational business siting policy
On the one hand, general conditions have noticeably changed in recent years. A future joint strategy of the partners to attract investors has to consider these changed framework conditions.
B - Branch level: Development strategy for core branches
B-1. Utilisation of endogenous capacities of processing industries' core branches
The processing industry in the 3-CIP partner regions has achieve a remarkable level that is to be stabilised and developed (confer 3-CIP branches SWOT analyses).

B-2. Establishment and stabilisation of cross-border networks, clusters and value-added chains
Experiences show that noticeable productivity increases could be best achieved by clusters in economic branches respectively via mutual combinations or together with other business sectors. Clusters are not a "panacea" but contribute to economic growth and new jobs as well as a favourable environment for establishing technology-based enterprises.

B-3. Organisation of sustainable economic and social partnership-related development of German-Czech-Polish border regions
Saxon-Czech-Polish border areas are facing specific challenges within the European process of Integration since integration and structural adjustment occur there in a very tangible manner.
